Key points
- The Gaming Commission's directive, dated 4 August 2025, gave operators 14 days to file integration plans with the NIA and 30 days to deploy biometric checks.
- Reports of the letter say the Ghana Card is the only accepted ID, and that manual or alternative verification is not allowed.
- The Bank of Ghana's revised guidance note of November 2025 makes the Ghana Card the sole ID for customers of regulated institutions, with a liveness check on digital channels.
- From 9 June 2026, L.I. 2523 bars organisations from verifying a Ghana Card by looking at it; verification must go through the NIA platform or a match-on-card device.
You open the app to cash out GH₵900 and a new screen appears: hold your Ghana Card to the camera, then look into the lens. The money waits behind that screen. It is not the bookmaker inventing a hurdle. Since August 2025 every licensed operator in Ghana has been directed to verify players biometrically. Since late 2025 the wallet the money lands in has sat under a Bank of Ghana rule that accepts no other ID.
Ghana Card betting verification therefore has two layers. The Gaming Commission of Ghana governs the bookmaker's check at the point of the bet and the point of the payout. The Bank of Ghana governs the MoMo wallet or bank account on the other end. Both now point at the same card and the same National Identification Authority database.
Do you need a Ghana Card to bet in Ghana?
You need a Ghana Card to bet with a licensed operator in Ghana. Reports of the directive by iGaming Business and ID Tech Wire say the Commission named the card as the sole accepted credential under L.I. 2111. Alternative documents and manual checks were ruled out. A passport, a voter card or a driver's licence does not get an account verified at a licensed bookmaker.
The card also decides whether the winnings can be collected. The Bank of Ghana's revised supervisory guidance note is dated November 2025 and was published on its website in January 2026. It says accountable institutions must use only the Ghana Card to identify and verify customers. A customer without the card, or the non-citizen or refugee equivalent, cannot carry out financial transactions with them.
Why is your betting account asking for verification now?
Your betting account is asking for verification now because the Commission's letter of 4 August 2025 set short deadlines. Operators had 14 days to submit integration plans to the NIA and 30 days to finish testing and deploy biometric checks. Fingerprint or facial recognition is required before a wager is placed and again before winnings are withdrawn.
The acting Commissioner, Emmanuel Siisi Quainoo, said the policy would support responsible gaming. The letter said compliance was being monitored and would form part of each operator's audit. Non-compliance was tied to suspension of the licence and refusal of renewal. That is why the prompts arrived quickly, and why an operator will not waive them for a loyal customer.
The stated aims were to shut out underage players, impersonation and money laundering. The rule also lets operators enforce limits and exclusion for people who have self-excluded. That last part links the rule to the tools on the responsible gambling page; a verified identity is what makes a self-exclusion stick across accounts.
What does the Bank of Ghana rule mean for your MoMo wallet?
The Bank of Ghana rule means the MoMo wallet or bank account that receives the payout is checked against the same NIA record. The guidance note requires new customers to be onboarded through the NIA system. It adds a mandatory liveness check on digital channels, including mobile apps, so a photo of someone else's card cannot pass. Existing customers are updated on a risk basis using NIA data.
Two details matter for a punter. Third parties can still deposit into an account whose holder has not updated their Ghana Card record, but the holder cannot withdraw until the card is linked. Where the biometric check fails or returns no match, the case can be referred to the NIA. A new customer gets a 90-day window to fix the record before the account becomes operational.
What happens if the name on the Ghana Card does not match?
If the name on the Ghana Card does not match the betting account, the account is not verified. The operator must authenticate against the NIA record, not its own form. The regulators' documents describe the bank side. The Bank of Ghana note lets institutions update secondary details such as a phone number from NIA data. Corrections to a name or date of birth need an in-person visit to the NIA.
- Compare the name on the bookmaker account with the name printed on the card, including order and spelling.
- If the account was opened in a nickname or a shortened name, ask the operator's support to amend it to the Ghana Card name before you retry the scan.
- If the card itself carries an error, book a correction with the NIA; neither the bookmaker nor your mobile money provider can change it.
- Once the names match, run the verification again from the app rather than sending a photo of the card by chat.
One more change tightens the process from 2026. The National Identity Register (Amendment) Regulations, 2026 (L.I. 2523) came into force on 9 June 2026, with a transition window announced to 2 November 2026. They bar organisations from verifying a Ghana Card by sight or from keeping a copy of it. Verification must run through the NIA platform or a match-on-card device. A betting shop that photocopies cards at the counter is working outside that rule. The ranking of betting sites in Ghana notes which licensed operators run the check inside their apps.

Questions and answers
Do I need a Ghana Card to bet in Ghana?
Yes, at a licensed operator. The Gaming Commission's August 2025 directive, as reported, names the Ghana Card as the only accepted ID and bars manual or alternative verification. The wallet that receives your winnings is also limited to the Ghana Card under the Bank of Ghana's guidance note.
Why is my betting account asking for a fingerprint or face scan?
Because the Gaming Commission directed licensed operators in August 2025 to verify players biometrically against the NIA database before a bet and before a withdrawal. Operators had 30 days to deploy it, and compliance is checked in their audits.
What ID is accepted for betting verification in Ghana?
Only the Ghana Card, according to reports of the Commission's directive. For the mobile money or bank side, the Bank of Ghana note accepts the Ghana Card, or the Non-Citizen or Refugee Identity Card for people who qualify for those.
What if my Ghana Card name does not match my betting account?
The account will not verify until the names match. Ask the operator to change the account name to the one on the card. If the card itself is wrong, the correction is made at the NIA in person. The Bank of Ghana note says institutions cannot change a name or date of birth themselves.
Can a betting shop photocopy my Ghana Card?
From 9 June 2026, L.I. 2523 bars organisations from verifying the card by sight or keeping a copy, scan or image of it. Verification has to go through the NIA platform or an approved match-on-card device. A transition window to 2 November 2026 was announced for institutions to set up.
